Back ground: It is the year 2014 and due to Al Gore's meddling every one believes that global warming is a bad thing and should be stopped.

Be it enacted by the House of Representatives and Senate of the United States of America:
To End Carbon Emissions
Section 1: Cars will no longer produce carbon
Section 1a: Instead they will produce water vapor
Section 2: Volcanoes will be corked to prevent them making carbon
Section 3: This bill will be funded by the newly made Al Gore Against Heat Foundation (AGAHF)
Section 4: This bill will go into effect immediately
